Location:

The National Development Corporation (NDC) is planning a multi-million dollar Industrial Park for small and medium scale agro and food processing industries in Kilimanjaro. 230 hectares of prime land have been demarcated for the purpose along the Moshi - Arusha highway adjacent to the existing Kilimanjaro Machine Tools Manufacturing Company.

The choice of this site was deliberate and intentional since its location is ideal for the intended purpose. Some of the most visible advantages of the chosen location include its accessibility, developed transport infrastructure, proximity to power and water supplies.

Market/Supply:

The site for Kilimanjaro Industrial Park is situated close to both Kenya and Uganda. The revival of East African co-operation together with the rapid expansion of Ugandan and Kenyan economies offers a wide window of opportunity for industries located in this area in terms of procurement of inputs and supply of outputs;

Accessibility:

The site for Industrial Park is situated along the Moshi - Arusha railway line with direct connection to Mombassa, Tanga and Dar es Salaam ports for heavier cargo deliveries;

The site is situated along the Moshi - Arusha highway which has recently been rehabilitated and is passable in all seasons throughout the year;

Transport Infrastructure, Power and Water:

The site is only 15 kms away from the Kilimanjaro International Airport (KIA) which is to undergo a major facelift with creation of a Leisure Park around it.

 

 

 

 

 

 

KIA is the second biggest international airport in Tanzania with capacity and facilities to handle large cargo and passenger aircrafts like Boeing 747 Jumbo Jets. The airport has facilities for night landing and several international airlines like KLM, Air France, Ethiopian Airlines use it.

Being close to the Moshi - Arusha highway the site is within proximity of the high tension power transmission lines linking the two major towns. Furthermore, the site is bordered by the Kikavu River which runs throughout the year with fresh clean water from the slopes of Kilimanjaro;

Human Resources:

Kilimanjaro Region is endowed with a large number of schools and other technical educational establishments thus facilitating a steady supply of highly skilled and trainable workforce;

Topology:

The land is situated in a mostly flat area with easily accessible topology;

The land is situated in an area with intensive agricultural activities.

 

Climate:

The land is situated in the area with relatively cool climate throughout the year which is ideal for industrial and manufacturing activities as well as machinery and equipment especially precision machinery;

The need for Industrial Park:

The Kilimanjaro region is an intensively agricultural area with agro and food production as the major economic activity of the majority of population. The major crops include coffee, rice, maize, beans, potatoes, bananas, millet, fruits, vegetables and of late horticultural products like cut roses etc.

The neighboring region of Arusha to the North-West is very active in agricultural activities especially wheat and diary farming in addition to most of the above mentioned products including horticultural products.

The other neighboring region of Tanga to the South-East is very active in fruits and vegetable production activities in the same agricultural value chain.

All above mentioned existing agricultural activities generate the following needs for industrial support:

Need 1: Agro and food production supporting industries. Agro and food production supporting industries. These are industries for making simple agricultural tools and equipment like water pumps, hand tools, simple agro mechanization equipment, coffee pulpers, pre and post harvest machinery etc. The core for such industries is KMTC which already has limited installed capacity and capability to undertake some of those activities;

Need 2: Agro products and food processing industries. Agro products and food processing industries. These are industries for making various breakfast cereals; coffee processing; fruits/vegetable processing into various forms like powder, paste, cream, juice etc for export and local markets; horticulture etc.

Need 3: Accessories for agro and food processing industries. Accessories for agro and food processing industries. These are industries for making food packaging materials, food wrappings, food preservation materials, storage etc.;

Need 4: Rural transportation. Rural transportation. These are small scale industries for making bicycle parts and complete bicycles to facilitate rural transportation. The emphasis on quality should allow export in large quantities to neighboring countries.

The Project:

The Industrial Park project, will develop the requisite infrastructure for small and medium scale industries like feeder roads, drainage system, water distribution system, power distribution system, communication facilities and demarcate industrial plots within the park;

The Industrial Park project will work out block plans for different types of industries in identified related value chains. The aim is to encourage enterprise networking among accommodated small scale enterprises in the Industrial Park;

The Industrial Park project will also identify various common facilities and common services which could either be promoted as independent projects within the Park or as joint projects among beneficiary enterprises;

The Industrial Park project will invite private enterprises to set up shop in the demarcated plots at a reasonable fee for the infrastructure and services already established. The general management and maintenance of the Park will remain with the project promoters;

The Government will be approached to facilitate by offering special incentives to the Industrial Park.

Approach:

The Industrial Park is proposed to be built and operated on competitive commercial basis as a joint venture between NDC, as the project promoter, and a private investor.

The NDC will contribute land, provide local expertise and seek all necessary permits and licenses. The joint venture partner will provide funding and foreign expertise required for development and operation of the Industrial Park.

The joint venture partners in the Industrial Park project will identify and promote establishment of common facilities and services to be offered to the tenants at a fee.

Detailed Study:

The National Development Corporation is organising a Pre-feasibility Study as a fore-runner to a detailed Feasibility Study for the Industrial Park to be made by Consultants specialised on development of small and medium scale industries.

Resulting from the study a Project Feasibility Report and a Project Information Memorandum for development of the Industrial Park will be prepared in collaboration with NDC.

The resulting project document will provide basis for seeking private capital participation from both local as well as foreign investors for development of the Industrial Park.
